End of Governor Raj in Punjab

‘President of Pakistan Mr. Asif Ali Zardari had signed a summary regarding end of Governor Raj in Punjab,’ unveiled in news report of daily Dawn. Earlier President had also amicably resolved the issue of restoration of deposed judges and Chief Justice of Supreme Court. Now certain politicians in opposition are demanding arrest and trial of General Parvez Musharaf under article six of the constitution, the said article of Pakistan’s constitution declares imposition of martial law as high treason and guilty of it deserves capital punishment.

Media reports reflect that ratio of unemployment is alarmingly high in Pakistan, cruel policies of the past like charging unemployed educated people while applying for job are affecting millions, recently in Punjab province for the vacancies of teachers thousands of jobless educated people had paid money along with their applications for the jobs but no one was interviewed. Affected applicants are still waiting for their interviews and postings. It is common practice in Pakistani universities of government sector that candidates for the vacancies of professor, assistant professor, lecturer and other category university jobs the candidates for these jobs have to pay certain amount of money through bank along with his or her job application. Government in Pakistan inspite of paying any unemployment allowance to its citizen extract money from unemployed when he or she applies for the job, this practice was started during last decade and is still in practice, for removal of such cruel practices attention of President Asif Ali Zardari and Premier Gailani is also required.

Peace Prevails in Welfare States

Model of welfare state was introduced by prophet Muhammad (peace be upon him) and was perfected during the reign of Hazrat Umar (RA) centuries ago, in present day world in oil rich Arab countries like Saudi Arabia and United Arab Emirates Islamic model of welfare states can be witnessed.

UK and USA and democracies of Western Europe are also welfare states and despite of huge defense US budget unemployed in USA get unemployment allowance from their government. Canada is also a best model of welfare state.

In all these above mentioned welfare states no insurgency does exist and peace prevails, but newly independent former colonies of UK, Pakistan and India from last sixty years are witnessing rebellions and insurgencies on their soil, writ of the government is often challenged by insurgents in both these countries, in India, state of Kashmir, Naga Land, Meezo Ram, Assam are center of insurgencies, in Pakistan Swat and tribal areas of Pakistan people are up in arms since last many years. Leadership of both India and Pakistan if concentrates on creation of welfare state, people of both countries will surely get rid of insurgencies and violence.

Biased Minds Promote Extremism

World free of religious, regional, racial, gender and ethnic biases is a dream of every genuinely peace loving citizen of the world, UN agencies responsible for promotion of education have so far performed well and have enlightened the world community through informal and formal means of education.

Biased minds create conducive condition for breach of peace in different parts of the world, and hampers economic activity their, poverty victims look for salvation through extremist ideologies, and devise violent methods to stress for their demands, it’s a psychological phenomena, victims of hardships and low standard of living opts more often for extremism.

United India was eventually divided when in 1937 Indian National Congress had won elections in six provinces of India and had refused to form coalition government with All India Muslim league. According to historian Mr. Reginald Coupland ministers of Indian National Congress had started behaving like owners of India and had considered themselves as ruling caste of India.

Wardha scheme of education to convert Muslim students to Hindu religion was initiated by Indian National Congress government during its two and half year rule and had virtually closed the doors for Muslims in field of education and employment, physical attacks were carried out over Muslims and their economic strangulation was done.

Muslims of India were convinced that Indian Hindu majority claims that Indian National Congress is a secular political party and promotes the interest of all the Indian nationals is untrue. In annual meeting of All India Muslim League held at Minto Park Lahore on 22nd March 1940 to 24th March 1940, Quiad I Azam Muhammad Ali Jinah in his inaugural speech had highlighted the incidents of past few months and had suggested the need for separate homeland for Muslims to save them from atrocities of Hindu majority.

Mr. AK Fazal ul Haq after the speech of Quiadi I Azam Muhammad Ali Jinnah had presented Pakistan resolution in which separate homeland comprised of NWFP, Sind, Baluchistan, Punjab, Bengal and Assam was demanded to save Muslim minority of India from suppression of Hindu majority of India.

Eventually on 14th of August 1947 United India was divided into two separate countries, Pakistan came into being, but the issues which were highlighted by Quiad I Azam Muhammad Ali Jinnah in his speech at Minto Park are still unresolved in independent Pakistan, though intensity of violations is bit mild but still employment, and civil liberties are a big issue in Pakistan, discrimination at all levels still exist, Muslim minority was saved from Hindu majority suppression but in independent Pakistan, tribal, sectarian and regional biases, have become source of economic strangulation of the people.

UNESCO and UNICEF if enlarge its role in education sector of Pakistan probably dreams of Quaid can be achieved in independent Pakistan, I have never been to India but through media reports I came to know that India too is a victim of economic backwardness, reports regarding suicides of Indian peasants during past few years was a constant burden on conscience of every civilized being in the world. Active role of UN in Africa and Asia can help to improve educational and living standards of teeming millions inhabited in these regions.

Democracy and Press Freedom

Pakistan during present decade was developed to the extent that leaders of Martial Law generation can not comprehend the situations in developed Pakistan, press freedom along with economic growth and increase in military might are the main features of current decade, more then fifty private TV channels are now operating in Pakistan, to deceive Pakistani nation through demagoguery has become a mission impossible for demagogues.

Political leadership able to comprehend problems of Pakistani people can also come up with solutions acceptable to the people and can update manifestos of their political parties, induction of educated lot in political parties is need of the hour. Manifesto of political party gets mandate from the people if it is acceptable to them, once a political party wins majority to form government to implement its manifesto approved by majority of the voters, to retain trust of the voters it completely implement its manifesto, deviation from manifesto results in distrust of the voters, the same party can loose majority in legislature if its elected members act upon call of their conscious, or next election becomes a messenger of defeat for any such political party.

In UK due to strict party discipline elected members of political party do not vote against their own party leadership, but still many instances in recent history can be cited that they did that. Political system in UK is based upon customs and traditions, UK has no written constitution but due to high moral standards prevailing in society no one defies the established political traditions.

Pakistan being a former colony of UK and most allied ally of USA as an independent country facing political dilemma due to its history of long durations of martial law periods, education sector specially social sciences became victim of neglect, so scientific methods of research and evaluation are not very common in our society here in Pakistan. Most of our politician consults palmists, spiritual leaders and astrologers to determine their course of action in politics, existence of political think tanks owned by political organizations to update and upgrade their party policies and manifestos is a rare phenomena, social scientists are also victim of neglect and educated leaders are generally thrown out from party ranks due to widespread illiteracy in Pakistan.

Our able information minister Madam Sherry Rehman had resigned yesterday after receiving derogatory remarks from Governor of Punjab Mr. Salman Taseer, her party sources had confirmed that she has resigned and new minister Mr. Qamar Zaman is appointed in her place. Her party sources were of the view that she was resisting ban on press freedom that is why as mark of protest she has resigned. Mr. Qamar Zaman is also from PPPP and obviously being a leader of most modern political party in Pakistan he may also resist curbs of any sort on media, when I have tried to contact her to enquire about the real reasons behind her resignation my effort went futile. She is probably restricted to make any comments over issue of her resignation.

To reach the level of democratic polity currently existing in USA and UK is a distant dream for Pakistanis but determined efforts of its leadership and citizens can help that dream to become true pretty faster.

Revolution Through Ballot

When President Obama got elected as US president, revolution through ballot came in USA, era of racial discrimination was ended, when he issued executive order regarding equal salaries for women and men another revolution came in USA, discrimination on bases of gender was ended, both these revolutions came by ballot, it’s a magic of democracy that without bloodshed revolution occurs, when majority of the voters is convinced discriminatory behaviors and laws can not sustain any more.

Pakistani Opposition leaders must not forget that they are in opposition because they are not representing majority of the people of Pakistan, and shall wait and strive to get majority vote for implementation of their agenda. Agitating opposition and lawyers alliance if concentrates on getting majority support in next elections by serving the people well is a decent option for them, government in power shall also direct its mangers not to mishandle the opposition and lawyers, broken leg of Musrart Hilali advocate is evidence of rough handling of lawyers in Peshawar, she had resisted her arrest and her leg was broken during the struggle. President Mr. Asif Ali Zardari and Governor NWFP shall take immediate notice of this cruel act and refrain the concerned officials from repeating such mistakes.

Our political leadership must always strive to win the people by serving them well, agitation tactics to get cheap popularity and to ride on the nerves of viewers through screens of private TV channels will never enhance their vote bank, people of Pakistan are virtually befooled, and deceived by successive military and so called democratic governments, people of Pakistan always get some relief when PPPP come into power, its leadership always strive to provide employment, housing and allowance to the unemployed, Benazir income support scheme is recent example of that, the scheme will change into full fledge unemployment allowance for the unemployed in coming years. Opposition must also realize that over exploitation and demagoguery creates violent reaction. Opportunism in politics invites death and misery for opportunist leaders, people of Pakistan are facing economic hardships since long and their hardships must end, a party which will move in this direction in a realistic manner will definitely get the support of majority of the voters, independent judiciary, rule of law and sovereign parliament are high ideals can be achieved by improving the quality of leadership and consciousness among the masses.

Lawyers Long March

Lawyers movement and agitating Sharif brothers along with Jamat I Islami Islamists and Tehrik I Insaf activists are striving to challenge existing PPPP lead coalition government, long march commensurate from 12th of March is so far a move deprived of any major support in the masses, lawyers in Karachi and Quetta had started their march yesterday, ultimate aim of long march of lawyers is to stage a sit in before parliament till the restoration of deposed chief justice of supreme court Mr. Iftikhar Chaudhary.

Mr. Rehman Malik advisor to Prime Minister of Pakistan had ordered ban on entry of lawyers and their supporting political parties in Islamabad, lawyers were arrested and baton charged in Karachi on Thursday, many political workers and lawyers are arrested in all over the country so far, in Kohat only 16 activists including UC Nazim are arrested so far.

Lawyers leadership claims that their movement aims at promotion of constitutionalism in Pakistan along with rule of law and restoration of deposed judges, Mian Nawaz Sharif and Shehbaz Sharif recently disqualified by apex court are struggling to revive their party rule in Punjab.

Tehrik I Insaf lead by our national hero Imran Khan is also struggling for attainment of rule of law in Pakistan and is also supporting lawyers movement, Imaran Khan an Oxford graduate, winner of world cup and former captain of national cricket team is still not able to perform on national political scene the way he had brilliantly performed in cricket. But he still enjoys respect, and love of millions as cricketer.

Public circles in Pakistan are concerned with possible reactions of President Asif Ali Zardari, as man of great patience and wisdom, so far he has moved the country towards further integration and development, and had succeeded to curb separatist tendencies in province of Sindh which were at rise soon after the martyrdom of Muhtarima Benazir Bhutto Shaheed. A source inside Islamabad has said that capital city is quite calm and life is normal in the city. President and Prime Minister of Pakistan may soon take appropriate measures to redress the grievances of agitating lawyers and their supporting political parties.

Politics of dialogue and reconciliation is need of the hour, anomalies present in the system can be removed through deliberations within the parliament, members of intelligentsia in Pakistan are quite hopeful that sanity will prevail and politicians will amicably resolve their differences through peaceful means.

Democracy

From July 1977 onwards all the actions taken by military dictator General Zia were illegal and unconstitutional, after a bloodless coup he took over power and had subsequently hanged twice elected Prime Minister of Pakistan Chairman Shaheed Zulfikar Ali Bhutto, all the amendments made in 1973 constitution from July 1977 onwards till February 2008 are illegal and unconstitutional, original 1973 constitution amended by elected parliament during Bhutto era is a legitimate document carrying consensus of political leadership of all the four provinces of Pakistan.

Parliament came into existence in result of February 2008 elections have powers to amend the constitution further or to revive it in its original shape, which was parliamentary in nature and president under original 1973 constitution was just a rubber stamp, center of all executive powers was prime minister of Pakistan. Military dictator General Zia had increased the powers of the president and military dictator General Musharaf had further strengthened office of the president in terms of its constitutional powers.

Challenge before political leadership is constitutional in nature and can not be resolved on streets through agitation, PML (N) top leadership was disqualified in result of Supreme Court decision, but the party still has large number of seats in federal legislature and provincial legislature of Punjab. Ironically our political parties are hereditary institutions and lack democratic setup, unlike USA and UK Pakistan’s political parties are dominated by certain families, Nawaz Sharif and Shehbaz Sharif are the founders of their faction of Muslim league and they are the soul leaders, no mechanism regarding genuine democracy through within the party elections does exist. No political party can claim in Pakistan to be truly a democratic institution.

When conflict like situation emerge between political parties during democratic rule in Pakistan, mostly the aggrieved parties come out on streets and launch agitation, never in the history of Pakistan Parliament was ever used as platform to discuss and resolve the issues of national importance and to diffuse political nuclear bomb which in the past was often diffused through martial laws. Due to long periods of martial law political institutions are not so developed, political parties can not come with real solutions to the existing problems and often start fighting political battles on streets, even if the parliament does exist.

Interestingly present political crisis as promptly stated by Premier Gailani can be solved within the parliament, but the agitating Sharif brothers are not in the parliament, though their party has large number of seats in federal legislature but due to dictatorial party structure no other elected leader of their party can even think of entering into dialogue within the parliament with ruling PPPP lead coalition.

Politicians are facing the real challenge of survival as political entities because Armed forces of Pakistan are determined and committed with only their professional duties, during the past political leaders had gained longer political life due to absence of frequent elections during long tenures of martial law, but currently no martial law can enhance their political life, they have no other option but to democratize their own parties, and when in power resolve every national issue within the parliament after getting support of the majority in elections, those out of power shall mend their ways to escape future disqualifications and rejection from voters, and ruling parties shall also stay within the limits of constitution, and shall democratize their party setup, to survive as genuine political entities.

Political Upheavals and Rebellions

During past few years prices of essential commodities in Pakistan are increased up to 400%, ratio of unemployment, underemployment and forced labor is alarmingly high in absence of any sort of unemployment allowance for the unemployed, only Pakistan Peoples Party in its manifesto promises provision of basic necessities to the citizens of Pakistan, others are more concerned with issues of regional or national character having least relevance with interest of the people of Pakistan. Media reports reflect that PML (N) leadership is more concerned with revival of ex Chief Justice of Supreme Court Mr. Iftikhar Chaudhary, and is unwilling to recognize present Chief Justice Mr. Abdul Hameed Dogar as legitimate head of judiciary in Pakistan. To stress for revival of Mr. Iftikhar Chaudhary as Chief Justice of Pakistan on 12th of March 2009 lawyers will hold long march, Mr. Nawaz Sharif leader of PML(N) and his brother Mr. Shebaz Sharif will also participate in long march along with their supporters.

President Asif Ali Zardari and Premier Yousuf Raza Gailani according to media reports are taking steps to meet present challenges, after apex court decree regarding disqualification of ex Punjab Chief Minister Mian Shahbaz Sharif which was resulted in imposition of governor rule in Punjab to control violent protest demonstrations witnessed soon after disqualification of ex Punjab chief minister last month.

Public circles are quite concerned with growing incidents of violence, Five policemen and two FC men were killed on Saturday in a bomb explosion in Buda Beir area of Peshawar, attack on Sri Lankan cricket team players in Lahore which was resulted in seven causalities five among the killed were policemen, six Sri Lankan team players were also injured but valiant policemen had saved their lives at expense of their own lives last week, 12 assailants are still at large and police search is on to arrest them, video of the incidents was played on different TV channels in Pakistan, a news paper report reflect that assailants had entered in Pakistan through Wagha border from India in Pakistan were agents of RAW.

Political leadership is striving to control the situation, war ravaged Afghanistan and presence of Indian armed forces in Indian held Kashmir bent upon committing atrocities, are the major source of violence in Pakistan, India is also facing insurgencies in few other states of India, due to deplorable socio economic conditions in subcontinent insurgencies and rebellions have become a common phenomena recently men of Bangla Desh Rifles had killed 136 officers of Bangali Army in result of rebellion, BDR men were demanding raise in their salaries. As compare to past few decades during present decade tremendous economic growth and development in all sectors was witnessed in Subcontinent but due to ever growing population and historical legacy, subcontinent is still a victim of economic backwardness, unrest and political upheavals.
